The Indian Health Service Tribal Self-Governance Advisory Committee (IHS-TSGAC) submits these comments on the Notice of Proposed Rulemaking, RIN 0991-AC06, published at 81 Federal Register 45270 (July 13, 2016). As we discuss more fully below, tribes and tribal organizations around the country will be substantially affected by this proposed rulemaking because it is contrary to the Indian Self-Determination and Education Assistance Act
(“ISDEAA”).
