2015- TSGAC Letter: Mandatory Appropriations for Contract Support Costs

In 2015, TSGAC offered IHS the following initial recommendations  to advance the Administration’s proposal for mandatory CSC appropriations:

1. Tribal Consultation on Mandatory CSC Appropriations should begin immediately and be expedited in a timely manner. The budget reprogramming that Indian Health Service (IHS) was required to perform in FY
2014 in order to fully fund CSC requirements was unacceptable to Tribes across the country. Indian Country is unified in its resolve that health services should not be compromised or funding re-programmed or reduced in order for the government to satisfy its obligation to fund CSC.

2. Mandatory Appropriations for CSC should be implemented in Fiscal Year 2016. In the IHS Budget Justification that was released earlier this week, the proposal to transfer CSC to a mandatory appropriation is slated to begin in FY 2017.
